PROJECT "DEVELOPMENT OF SERVICE COOPERATIVES THROUGH THE ESTABLISHMENT OF DFSC" |
One of the NGO’s largest funded projects is the EU-funded “Development of Service Cooperatives through the establishment of Dehkan Farms Service Centres”. This project envisages a contribution to the effective implementation of the Land Reform process to the benefit of the rural population of RT and poor farmers to move gradually to a more financially and economically sustainable system of production. The project specific objectives (or purpose) are to provide agricultural advisory services; provide advisory services to farmers on governance and management; and increase the awareness of the farmers of the new legislative environment. The Project duration is 24 months and within the framework of this project it is planned to create job opportunities for over 30 specialists in Tajikistan.
The project will implement three (3) main (or key) activities, they are:
Legal and agricultural advisory services:
Support farmers in compilation of memorandum on land use rights and other documents for people seeking legal support and assistance (Samples to be prepared by PO “Arbitrazh” Legal Consultant);
Provide legal consultations to Tajik citizens and in the fields and increase public awareness;
Information on the Land Use Rights of the Dehkan Farmers;
Defence of the Land Use Rights of the Dehkan Farmers through interventions near the different stakeholders and, even through introducing the issues in the Courts;
Assist farmers in land dispute resolution as well as economic disputes through Arbitration Court;
Support and advise the newly established farmers on the appropriate set up the legal form of their dehkan farms.
Governance and managerial advisory services:
Establishment of effective Governing Bodies (General Assemblies, Boards) aiming at both introducing a good governance based management;
Support and advise for the formulation and development of sound business plans;
Involvement and information of the concerned parties pertaining to amendments and changes in Land Legislation;
Establishment of a Head Office with a Mobile Team in Dushanbe;
Installation of Hot Line in the seven DFSCs offices;
Support local administrations, local banks and local Courts of Justice to understand the new Laws on Land and on Dehkan Farms.
Communication and awareness services:
Development of national, regional, local awareness campaigns through television, radio, newspapers, conference, etc. on the above mentioned topics;
Information campaign among target population/Preparation and dissemination of information materials;
Gathering of grievances and complaints, based on questionnaires and applications during systematic and permanent field visits for quarterly reports to EU;
Monitoring and certification of progress of works by PO «Arbitrazh» Specialists.
