PROJECT "SUPPORT TO PROMOTING LAND RIGHTS"
From October 2007 the Public Organization started implementation of a 6 month project “Support to Promoting Land Rights” funded by the Democracy Commission Small Grant Program (Making Democracy work via promoting Land Rights for poor community and assist in dispute resolutions). Training on promoting land rights was used as means to reorient DF members’ life towards new economic activities (farmers were not business farmers in the past and did not own the land in the concept they do now, even those who worked in Kolkhozes). The TOT for Dehkan Farmers made them to be fully aware of their land rights, usage of owned land plots in a right and legal way, promoting sustainable development to the democratic civil society.
For the period covering October 2007 – January 2008 there have been conducted 3 TOT: 2 two-day TOT in Kurgan-Tyube on 11–14 December 2007 at “Obi Toza” restaurant Conference Hall and one two-day TOT in Khujand on 10-11 January 2008, at the Conference Hall of “Tavhid” Hotel. During the TOT the following topics were covered: transmission to new system - legal establishment of dehkan farms; types of Dehkan Farms; establishment of individual Dehkan Farms: difference and advantages of the type of DF; required documents for DF establishment; ways of managing DF, up-todate management; gender issues in DF management; debt resolution; receipt of credits, grants and other sources of funding; DF in market economy, decree 111; marketing and Dehkan Farms; Land Reform objectives. At the same time the participants were offered free individual and group legal consultations, stressing out that in a case if they need to solve the dispute on land rights they can apply to mediation services of the “Arbitrazh”, as an amicable way of dispute solution. Also the practitioners were provided with the Certificates which entitle them to conduct further trainings on promoting land rights among the population of their Jamoats. The trainings were conducted with participation of lawyers and mass media representatives. Before the end of the project [March ‘08], it was broadcasted a TV programme and commercial covering the project activities.
