Mechanisms for cotton Farm Debt Reduction in Tajikistan

Four year work of the project component FDR (Farm Debt Resolution) is finishing by the end of September 2008. The main goal of the FDR component was the development of a mechanism for the resolution of cotton farm debts, utilization of TPAC mechanism for protection of dehkans' rights while resolving farms' debts. 

 The Project Component worked with 5 pilot farms in Vakhsh, Kabodiyon and Abdurahmoni Jomi regions, but have been monitoring the activities of more than 30 farms, which have been organized on the basis of the parental farms. These farms had similar problems with the debt.
 During the implementation of the FDR Component the debt of the pilot farms to a total amount of 1.2m US Dollars have been written off as a result of mediation and dispute resolution through the Court.
The “Mechanisms for Cotton Farm Debt Reduction in Tajikistan” Manual has been prepared and presented as a result of the FDR component's work. The presentation of the Manual took place on September 17, 2008 at the Conference Hall of the Ministry of Economic Development and Trade. Representatives of Tajik Parliament, key ministries and partner donor organizations participated in this presentation (co-chaired by Dylan Winder, Head of DFID, Tajikistan).
The Consultants of the project Natalia Shagaida, Renata Yanbykh, Abdujabor Abdujalilov presented the Manual and the results of the FDR Component. Among the official speakers and specialist were: Nakhtullo Emomovich Nazarov, representative of Tajik Parliament, Faizali Mirzoevich Musavirov, Deputy Director, Centre of Cotton Farm Debt Resolution Project, Iskandar Hasanovich Davlatov, Head of Cotton Debt Resolution Department, National Bank of Tajikistan,  Azizbek Sharipov, Head of Dekhkan Farm Association and others.
Participants of this presentation mentioned the significant usefulness of the Manual and proposed to distribute it in Tajik language among the dekhan farms and consultants.
